The management of Sofia Tech Park has approved the procurement documentation for the selection of an investor, who would be receiving unlimited and gratuitous rights to build in Zone 2 of the technology and innovation park. The purpose of the procedure is to attract high tech companies with R&D capacities that constitute an important element of the ecosystem.
The building plan for the zone provides for the construction of a multi-purpose administrative building with gross floor area (GFA) of up to 35 000 sq. m and a 2-level underground parking with a GFA of the underground levels totaling up to 16 000 sq. m. These will be located on a plot of 8 140 sq. m. According to the requirements established by the Masterplan of Sofia Municipality, green areas should be at least 40% of the total plot.
The procurement procedure is open to all Bulgarian and foreign legal entities, including any consortiums they may be part of, given these have not been declared insolvent or in insolvency proceedings; have no pending debts to state or municipal authorities unless there is a payment plan in place; and are not related in any way to the Contracting authority.
The management of Sofia Tech Park has also approved the requirements set out for all participants in the procedure. The candidates shall declare that the office spaces in the building to be built will be used predominantly by companies that operate within the priority areas of the tech park – life sciences, IT and clean energy. Furthermore, at least 30% of the office space shall be used by companies that run R&D in these priority areas and are classed as high-tech or medium-high-tech companies as stipulated by the EU indicators. The receiver of the rights to build shall report on complying with these requirements whenever required to do so by the Contracting Authority (Sofia Tech Park) but not less than twice a year.
All participants in the procedure shall present a bank reference for available or secured financial resources so as to cover for the rights to build acquisition and the subsequent building as stipulated in the requirements, but not less than 10 mln euros.
The minimum price of acquisition of the rights to build as set out by independent evaluators is 7 461 300 BGN. The rights will be awarded to the candidate that places the highest bid for the rights constitution. The Contractor shall be obliged to complete the building and all concomitant sites within 5 years as of the date of signing the final contract of the rights to build constitution.
All offers should be submitted no later than 05.05.2017 including, only during business days and within the working hours of Sofia Tech Park (9.00h till 17.30h). All offers and financial proposals of the candidates will be unsealed during an open session, scheduled for 10.30h on 09.05.2017 at the Sofia Tech Park premises.
